Highway 41 is more than a route through Green Bay. It is one of the first impressions people have of the city.
During a 2013 debate over state funding for community-sensitive road design, Mayor Jim Schmitt pointed to the Highway 41 improvements: railings, local design, and bike and pedestrian paths. His argument was that those details matter to a city’s development and the way it presents itself.
Function and place belong together
The point was practical. A major road can move traffic and still be a thoughtful public gateway. Those are not competing goals.
