Building a city that could afford to build

Ambition without financial discipline is a promise that eventually fails. Financial discipline without city-building is a slow retreat. Green Bay needed both.

Green Bay’s 2018 State of the City reported an Aa2 credit rating and described borrowing conditions that reflected investor confidence in Green Bay bonds. The 2019 budget letter said property taxes had been held steady in five of the previous seven budget cycles while setting priorities that included economic development, strong neighborhoods, fair wages, quality of life, and responsible budgeting.

Those records show a city trying to do both: protect its ability to borrow and invest, make hard tradeoffs in public, and keep basic services moving while pursuing long-term projects. Financial discipline gives Green Bay the capacity to maintain essential services and invest in its future.

Why this still matters

Green Bay still needs the financial capacity to maintain basic services while investing in projects that improve the city over time.
